Why?
The update will ensure the Local Login option only appears when there is no network access. Previously, if someone tried to use Local Login while the device had a network connection, then the user would be prevented from logging into the device.
Impact
Users of ITS-managed Apple devices will notice that Local Login will only appear if the device does not have a network connection.

Better login experience with Apple devices.
